Mr. Thomas Bwaley is the ICT Authority Director for Programmes & Standards effective January 2024. Until his appointment to this role, Mr. Bwaley managed the International Wholesale business at Safaricom Plc.
Thomas, is an accomplished technology business expert with over 14 years of experience in the private sector. His cumulative experience, expertise and knowledge ranges from telco international business, Carrier relation, Core network support, Data Centre management, roaming engagement, Business Continuity Management System and project delivery.
Director Bwaley brings to the Authority immense experience in strategic Projects delivery, developing guidelines on ICT entreprise and aligning Government Policy to future market trends. This is very significant at a time when the ICT Authority is implementing, on behalf of the people of Kenya, the Digital Super Highway in line with the Digital economy Pillar of the Bottom-Up Economic Agenda.
Director Bwaley holds a Master of Business Administration in Strategic Management and Bachelor of Science in Electrical and Electronics Engineering from The University of Nairobi.
He has a wealth of experience in stakeholder engagement, negotiations as well as understanding of the regional and international technology trend with a passion in application of ICT for economic development and inclusion.

In addition, I work as a Security Engineer at Hueristiq, where I develop and implement security solutions for bug bounty and red teaming.

Ben Roberts
KEPSA ICT SECTOR BOARD
Ben served as Liquid Telecom’s Group Chief Technology and Innovation Officer from 2017 to 2022, having previously served as Liquid Telecom’s Chief Technical Officer since 2006.
With over 20 years’ experience across a range of technologies in design, support, integration and operational management roles, he led the group’s networking and product strategy, expanding its technology base and fibre network across Africa.
Ben led the integration and business transformation as CEO of Liquid Telecom Kenya as CEO from 2013 to 2017 in Kenya as and served as board chairman until 2024. Ultimately driving innovation across the Liquid Telecom group digitally transform their services and technology stack, launching new technologies and products to customers, and helping customers innovate using the services.
Before joining Liquid Telecom, Ben was responsible for electronics design and satellite systems at Ericsson UK Limited. He also worked with Lotus Cars, the British sports car manufacturer, as an engineer. Ben holds a BSc Hons Physics from the University of Bristol in the UK.
Ben is passionate about STEM education and how it can be enabled by ICT, and is a Board Chair of Young Scientists Kenya (YSK).
